Mr. Chester-Woods for promotion was dated 16.10.46,but

before it was approved Mr. Chester-Woods died on

19.11.46.

There seems no doubt that this promotion

would have been approved had it been dealt with

earlier, and I recommend that this officer's estate

should have the benefit of the promotion (see

paragraphs 9 and 10 of 16 and Mr. Nash's minute of

2.1.47).
